Connecting Contingent Healthcare Workers through Mobile Access

We partnered with a provider of specialist workforce engagement services in the healthcare sector to develop a mobile application that helps non-permanent medical staff stay connected to available shifts across the system.

The engagement began with a structured three-week discovery workshop, followed by a fixed-scope delivery project. The result was a robust and intuitive mobile solution, delivered on time and focused on enhancing the user experience.

Customer

The organisation offers services for independent and self-employed professionals, with a strong focus on supporting contingent workers particularly locums across NHS Trusts. Their platform manages various tasks including job matching, compliance, timesheet submission, and invoice processing.

To build on its existing digital offering and stay ahead in a competitive space, the team identified a need for a mobile-first approach to improve accessibility and enhance the way locums engage with available shifts.

Situation

An existing Contingent Workforce System (CWS) had already been developed over a two-and-a-half-year period, providing an end-to-end solution for temporary workforce management. However, with increasing demand for flexibility and mobile access, the team decided to create a complementary mobile application that would improve usability and extend the system’s reach.

The key strategic goals included:

  • A fast, low-risk route to market with a core set of features.
  • Scalability to support future functionality and increased usage.
  • Minimal disruption to the existing CWS infrastructure.
  • Enablement of in-house maintenance capabilities.
  • Broader sector relevance beyond NHS-specific requirements.

Solution

We began with a collaborative discovery and planning phase to align on scope, vision, and delivery expectations. Drawing on our experience in Agile project delivery, particularly for UK-based organisations, we recommended a hybrid delivery model to manage scope within fixed timelines and costs.

The application was developed using a service-oriented architecture, and a hybrid mobile framework built on Cordova and Angular.js. A secure API gateway ensured protected access, while WS02 handled external communications securely.

A cross-functional team of 10 including a project manager, business analyst, technical architect, developers, and testers, worked together to bring the solution to life within five months.

Outcomes

A hybrid Scrum-Fall methodology supported predictable delivery while allowing for flexibility where needed. From day one, a well-aligned technical team worked closely with internal stakeholders to progress efficiently and transparently.

The result was a mobile application that empowers healthcare professionals to self-serve and manage their availability, job preferences, and compliance interactions more conveniently. Delivered within time and budget, the app has strengthened the organisation’s position in the healthcare staffing market by offering a more connected and accessible digital experience.
